Why did Elektra transmit the names? Why did not she just write them down and give it to mister Billy?

I don't think the Plejarans would write anything down that could get into the wrong hands. They also don't use our pens and pencils well so I'm not sure what they write or draw with. Though I remember Semjase sketching Jmmanuel and giving that to Billy. I'm sure that would have been destroyed asap though.

Why did not she use a terrestrial typewriter? After typing all of the names, she could destroy the typewriter and the factory produces it.

Time travelers from the future or other dimensions can confiscate all material, best to have a memory based thought process rather than actual names on material objects. They could do more harm than good in the wrong hands.

This is not about a blueprint of an overkill weapon, but only a list of Lyran names with their meanings. Even the most evil time traveller will not steal such a list.
