I guess it depends on what is meant by the fact that Billy "knows about" them. It could simply mean that he knows what the questioner is talking about, since Billy himself has seen or otherwise knows about the videos of them on TV. If that is all that he knows, then he "cannot" answer the questions because he himself has no precise knowledge of the creatures. The fact that the creatures are described as "those ape-like creatures from TV" does make it seem that he only knows about them from T.V. and not from any other source. Nevertheless, if the "cannot" does mean that he has detailed information about them but is not allowed to reveal any of it, then that makes me want to look into the chupacabra a whole lot more!

I have to agree with Benjamin Stevens that at this time Billy is not allowed to clarify this question. On a number of occasions, the Plejarens have put a lid on what BEAM can and cannot say, either because it is dangerous for him and others or Earth humans are not evolved enough to grasp the truth.

Could the Chupacabra be related to those similar in description, (especially the red fluorescent eyes) of those who were present in Jmmanuel’s cave? When Mary, Jmmanuel’s mother tried to touch these Beings, but was warned not too because it was too dangerous for her to do so.

Hawaiian, in the TJ it says on page 192 that Joseph of Arimathea and Jmmanuel's Indian friends entered the tomb via a secret entrance to heal Jmmanuel's wounds over a period of 3 days and nights.
